David Nash has been named president of PB Buildings, Inc., a new company formed by Parsons Brinckerhoff, Warren, Mich. PB Buildings will provide life-cycle services for domestic private-sector buildings, including program management, design, construction and operation/ maintenance for offices, commercial buildings, hotels and industrial facilities. Nash was previously a senior vice president with Parsons Brinckerhoff Construction Services, Inc.

Principal Mark Gelfo, P.E., has been appointed director of the Jacksonville division of Tilden Lobnitz Cooper (TLC), replacing principal Kim Shinn, P.E., who is now TLC's Nashville division director. Gelfo formerly served as a senior electrical engineer for TLC's healthcare division.

Remaining as the CEO, but also picking up the title of vice chairman, Mickey Kupperman has been promoted within the ranks of A. Epstein and Sons International, Inc., Chicago. Former president, John Patelski, has been appointed executive vice president and Michael Damore, former executive vice president, is now a senior executive vice president for the firm.

With the opening of a new office in Montoursville, located in north central Pennsylvania, Harrisburg, Pa.-based Brinjac Engineering has appointed Charles "Chip" Amer III, P.E., as team leader for the new branch. In other firm news, Shawn D. Good, a five-year lighting designer at Brinjac, has been named lighting department manager. In his new role, Good will oversee and manage the firm's architectural lighting projects.

Vanderweil Engineers' Alexandria, Va. office recently brought John Lowe on board as an executive director of client relations. A 15-year industry veteran, Lowe will oversee the firm's business development in systems design for public-sector buildings.
