Commissioner Dian M. Grueneich to speak at NCBC

California Public Utilities commissioner Dian Grueneich will give the opening address at the 16th National Conference on Building Commissioning in Newport Beach, Calif.

Commissioner Grueneich has played a central role in establishing and executing state energy initiatives. With more than 27 years of experience, she has served on the Board of the American Council for an Energy Efficiency Economy and was a past president of the Board of the California League of Conservation Voters. In 2005, she was appointed to the CPUC by Governor Arnold Schwarzenegger.

California has long been at the forefront of energy efficiency and environmental policy. Governor Schwarzenegger’s groundbreaking Executive Order S-20-04 in 2004 was the basis for California’s Green Action Plan. The State has since instituted a series of aggressive initiatives to achieve resource-efficient, high-performance buildings through sustainable building practices and conservation. Among these is the CPUC’s Decision 07-10-032 relating to energy efficiency goals and program planning for 2009 to 2011. This document lays out a plan to achieve “all cost-effective energy efficiency” in an accelerated timeframe including net zero energy in all commercial new construction by 2030. It also commits to reshaping the HVAC industry “to ensure optimal performance.”

Commissioner Grueneich will speak to the larger implications of such policies, including their potential impact on behavior and policy beyond California, as well as the effect they will have on the commissioning industry.
