Abstract: Orange County Public Schools is the ninth largest in the U.S. In 2009, OCPS initiated a commissioning program for new schools and major school additions limited to HVAC systems, construction and acceptance (testing) phase Cx services. Later, issues related to systems’ design were identified during construction and the scope was expanded to include design and select submittal reviews, prior to construction.
