Consulting firm hires three to Virginia office

Skelly and Loy has hired Rex A. Peppler, PE, as Engineering Manager; Darryl L. White, as CAD Designer; and Paul J. Fischer as Mine Permitting Specialist in the firm’s Wise, Virginia, office.

As Engineering Manager, Rex A. Peppler is responsible for the day-to-day operations of the Wise, Virginia, office, including personnel management, project management, and business development. He manages engineering design, permitting, computer-aided drafting, surveying, and field inspection services conducted from this office. With more than 36 years of progressively responsible engineering positions in the energy (coal), landfill, nuclear, and facilities management industries, Mr. Peppler has a powerful arsenal of skills and experience including, but not limited to: workforce management; coal transportation, processing, and waste disposal; construction and design inspection, and particularly, of nuclear power plants; operating and capital improvement budget development and management; safety program development; and, acting as a liaison with regulators and public to find mutually advantageous solutions for all stakeholders. Mr. Peppler earned a Master of Science degree in Engineering Management from the University of Tennessee and a Bachelor of Science degree in Civil Engineering from West Virginia Institute of Technology. He holds a Professional Engineer designation in Virginia, West Virginia, and Tennessee, is a licensed Solid Waste and Wastewater Treatment Operator in Virginia, and is an approved OSHA 500 Construction Trainer.

In his role as a CAD Designer, Darryl L. White prepares maps, plans, cross sections, and other types of CAD drawings, prepares exhibits for permit applications and other technical reports, and prepares field surveys as needed. With more than 10 years experience, he is proficient with the use of AutoCAD and Carlson Programs to design maps; calculate volumes for mining plans for surface and underground mining operations, and use SedCAD for drainage designs. He has completed drainage design, coal reserve studies, and pond inspections for certification for various clients in the coal mining industry of southwestern Virginia. Mr. White has an Associate of Science degree in Computer Aided Drafting and Design from Mountain Empire Community College, and also received training in topographic surveying and drafting while serving in the U.S. Army.

As a Mine Permitting Specialist, Paul J. Fischer examines maps, identifies mineral deposits, drilling, and other geologic information for a variety of mining operations. He prepares permit applications and zoning and conditional use applications; and prepares various reports. Mr. Fischer has a lengthy—more than 40 years—and impressive career in the energy industry, having managed coal leasing, development of mineral properties, and provided engineering support for several regional and national coal and natural gas companies doing business in Virginia and West Virginia. He has more than 33 years of mine permitting and coal-related planning and development, including erosion and sedimentation control, construction, mapping, and coordination with the Department of Mine Lands Reclamation and other government agencies supporting coal production and use. Mr. Fischer has worked as a Landman in Virginia, clearing gas well and pipeline/power line locations for proposed well sites to include conventional, horizontal, and coal bed methane gas production. He worked with the U.S. Forest Service and Bureau of Land Management in preparation of 25 permit applications for proposed conventional and horizontal gas well locations in Virginia. Mr. Fischer earned a Bachelor of Science degree in Industrial Technology from Almeda University. He holds several licenses and certifications including being a Certified Mining Reclamation Specialist with the Virginia Department of Mines Minerals and Energy, a Certified Impoundment Inspector/Instructor with the Mine Safety and Health Administration, a Certified Responsible Land Disturber through Virginia Department of Transportation, a Certified Concrete Technician, and a Notary Public for State of Virginia.
