Code-making Bodies Make History

Members of three major code-making organizations—Building Officials and Code Adminstrators (BOCA), the International Conference of Building Officials (ICBO) and the Southern Building Code Congress International (SBCCI)—took the historic step in October of officially consolidating into a single organization: the International Code Council (ICC).

Members of three major code-making organizations—Building Officials and Code Adminstrators (BOCA), the International Conference of Building Officials (ICBO) and the Southern Building Code Congress International (SBCCI)—took the historic step in October of officially consolidating into a single organization: the International Code Council (ICC).

“Action on the consolidation resolutions approved by members of BOCA, ICBO and SBCCI reaffirms the construction industry’s desire for a single model code system in the United States,” says BOCA CEO Paul Heilstedt in the ICC’s October newsletter. ICC members have elected a board of directors and expect to begin operation by late January.

The ICC was actually created in 1994 as a long-term project to establish a single, unified building code. The first I-Code—the International Plumbing Code—was published in 1995. By 2000, a complete family of 11 construction codes was available. But it was only with this recently approved resolution that the member code-making groups officially consolidating into a single organization. According to ICC officials, more than 97% of U.S. cities, counties and states that adopt model codes chose building and fire codes that are created by one of the ICC organizations.
