NEBB has released the updated Procedural Standard for Whole Building Systems Technical Commissioning for New Construction.National Environmental Balancing Bureau (NEBB) has released the 2014 edition of Procedural Standard for Whole Building Systems Technical Commissioning for New Construction. This fourth edition includes the updated requirements for HVAC, building envelope, electrical, special electrical, plumbing, and fire protection systems. The publication establishes a uniform and systematic set of criteria that NEBB certified firms should follow when performing technical commissioning process with new building systems. The procedural standard is divided into three parts: standards, process, and procedures, each explaining the baseline level of technical processes for all NEBB certified projects.

The procedural standard was developed using reliable engineering principles and research plus consultation with, and information obtained from, manufacturers, users, testing laboratories, and others having specialized experience. This document strengthens the technical requirements for NEBB Building Systems Technical Commissioning (BSC) program. The new modifications and updates to procedural standards further protect the integrity of the technical commissioning processes while clearly defining the baseline level of testing for NEBB technical commissioning.
