Title: Integrating Measurement and Verification in Existing Building Commissioning Projects

David Jump, Ph.D., P.E. is a Principal at Quantum Energy Services & Technologies (QuEST), a firm that provides energy audits and commissioning services, program management and project financing, and design and construction services throughout California. His teams have completed
many commissioning projects in large commercial buildings, achieving up to 20% energy savings annually.
He leads development of industry-standard monitoring and savings verification protocols, methods, and case studies, and provides related research for the California Energy Commission.
Commissioning providers are often challenged to determine the energy savings that result from their work in buildings. Most large commercial buildings have much of the required resources to monitor their energy use, and commissioning providers can adopt M&V methods to prove the energy benefits to building owners, while maintaining their attention on the building where it is needed.
This presentation will discuss the California Commissioning Collaborative’s guideline for verifying savings in EBCx projects, which informs commissioning service providers on how to design such an M&V program, including the approach, data requirements, calculation methodology, and integration into existing building commissioning.
He is an ASHRAE member and active in professional organizations, including the California Commissioning Collaborative’s Advisory Board, is past president of the Building Commissioning Association’s Southwest Chapter, and currently is the chair of the Efficiency Valuation Organization’s International Performance Measurement and Verification Protocol Committee. David received a Ph.D. in Mechanical Engineering from the University of California, Santa Barbara and has over 18 years experience in the energy-engineering field.
