U.S. DOE Reports to Congress on Demand Response

The U.S. Dept. of Energy (DOE) has issued a report to Congress entitled, "Benefits of Demand Response in Electricity Markets and Recommendations for Achieving Them." The 2005 Energy Policy Act (EPACT) directs DOE to submit a report to Congress that "identifies and quantifies the national benefits of demand response and makes recommendations on achieving specific levels of benefits by Jan. 1, 2007."

The report makes a distinction between price-based demand response and incentive-based demand response programs for compensating electrical utility customers for reducing peak load demands.
