GSA’s vision is to achieve a Zero Environmental Footprint. GSA will eliminate its impact on the natural environment and use its government-wide influence to reduce the environmental impact of the federal government. This session summarized the challenge and lessons learned in negotiating ESPCs to achieve maximum energy reductions in a retrofit, the effective and timely use of ESPCs to finance energy saving technologies, as well as the long-term use of measurement and verification in building operations and maintenance strategies with the desire to extend savings available from an ESPC to beyond a 50% reduction level.
