Power Cut Rebate Denied

Margia Jacobs of West Sacramento, Calif., applied for and was denied a rebate from the state of California for cutting her electric power use. Reason: The state's rebate program applied to those who cut their power use by 20 percent or more, but still used power. Jacobs has completely disconnected from the grid, using, for example, a solar-powered backyard oven to do her baking. Her energy use: Zero. That, the state says, disqualifies her from receiving an energy-use rebate!
